Conservative Prime Minister Brian Mulroney’s tenure (1984 to 1993) produced many firsts in Canadian environmental policy. Mulroney’s two key environmental policies saw the appointment of Canada’s Minister of the Environment (1985) and Canada’s Acid Rain Treaty with the United States (1991). These milestones addressed the pressing environmental challenges of his tenure and laid the groundwork for Canada’s modern environmental framework.
The Acid Rain Treaty signed in 1991, represented a breakthrough in Canada-U.S. trade relations. It compelled American states to address the harmful effects of acid primarily caused by industrial emissions from U.S. manufacturing. These emissions were causing severe ecological damage to Canadian lakes, forests, and ecosystems. Mulroney’s negotiations resulted in the securing of commitments from the U.S. to reduce emissions that significantly lowered the cross-border impacts of acid rain.
Mulroney’s Minister of the Environment (1985) the Hon. Tom McMillan marked a watershed moment in Canadian environmental policy that signaled a shift towards new efforts that began prioritizing environmental governance at the highest levels of government.
Under Minister McMillan’s leadership, the Ministry of the Environment played a pivotal role in developing and implementing environmental policies and regulations across a wide range of issues, including air and water quality, biodiversity conservation, and pollution control. McMillan’s tenure saw the introduction of landmark legislation such as the Canadian Environmental Protection Act and the Canadian Environmental Assessment Act, laying the groundwork for Canada’s modern environmental regulatory framework.
Mulroney’s environmental legacy is not without its critics. Some believe his work had shortcomings in the implementation and enforcement of environmental regulations. Despite these critics, Mulroney’s environmental initiatives laid the foundation for Canada’s modern environmental policy framework and contributed significantly to raising awareness about environmental issues among policymakers and the public alike.
